In the light of the principles there laid down and the fact that in this case the Colony is not being asked to come to the assistance of the Imperial Government but merely to bear its share in a project deemed to be in the interest of the Empire generally, the Council regret that they do not see any ground for classing this expenditure with that which it has been decided to exempt.
